Economically, it makes far more sense for them to pay a relatively cheap mandate fine for not having insurance than to buy much more expensive insurance (even when accounting for subsidies) when they hardly ever get sick. And, when they do get sick, thanks to Obamacare, they can require any insurer to cover them because of the pre-existing conditions stipulation. Where is the incentive to sign up?"
