It matters in 2014 — if it stays low — because Democrats will need a popular president to help them turn out their base. It matters in 2016 — if it stays low — because it’ll be easier for the Democratic nominee to run on the record of a popular president than to run against the record of an unpopular one. And of course it matters right now because a popular president has more leverage in getting what he wants from Congress."
