Best of the Web Today: Meet the New Boss - WSJ.com: "Six months ago, in the midst of what the New York Times then termed ObamaCare's "troubled rollout," Kathleen Sebelius defied calls for her to resign as secretary of health and human services. Last week she announced that she will step down, "ending a stormy five-year tenure marred by the disastrous rollout," as the Times now calls it. Maybe by this October we'll be up to "catastrophic" or "calamitous."

Last October this column argued that there was no reason for Sebelius to go. "A better manager might have managed to get a website working, but no one could really make ObamaCare work, for its flaw is in its basic design." The blame for that rests not with Sebelius but with congressional Democrats and President Obama himself."
